Description of Offices
The following are office descriptions for the The Executive Committee for Oregon Chapter. If you are considering running for an elected office in the future, or would like more information about specific projects or duties, please contact the current Executive Committee (ExCom) officer.
All officers are elected to 2-year terms unless noted otherwise and are required to attend monthly Executive Committee meetings either in person or via teleconference. Additionally, EXCOM members are expected to participate in the annual EXCOM planning retreat, the Chapter Annual Meeting, and assist other officers with duties and committees to advance the goals of the Chapter.
Per the Bylaws shall: approve proposed amendments to the Constitution; enact Bylaws and amend existing Bylaws; set the time and place for annual meetings of the Chapter; solicit, prepare, and submit nominations for Fellow as appropriate; elect Chapter Honorary Members; issue public statements in the name of the Chapter; establish annual dues; levy special assessments; approve petitions before the Society for establishment of Chapter sections, oversee section operations, and recommend section disbandment; petition the Society to charter student chapters, support student chapter activities, and recommend student chapter charter revocation; designate and relieve an acting president; take action when a Chapter officer fails to act; approve the slate for annual and special elections; break ties in annual and special elections; fill Executive Committee vacancies occurring during term; designate nonvoting members of the Executive Committee; create and abolish standing committees and other committees; provide advice and counsel to the president on committee appointments; establish Chapter goals and objectives; adopt Chapter programs and budgets; administer contracts, authorize expenditures, and serve as custodian of all Chapter property; direct staff activities and contract support services; prepare Chapter annual reports including year-end financial statements; and perform such other functions as are customary for the executive committee of a chapter, or as may be assigned or delegated by the Full Members of the Chapter or the Board of Trustees of the Society.

Note: In May 2010, ExCom elected to partner with Update Management®, a professional association management agency, to assist with many of the administrative roles now assigned to officers. As this relationship progresses, the roles of EXCOM are will be redefined advancing the committee into a more visionary and proactive role.
Election Cycle: (E) indicates election in even years, (O) indicates election in odd years, (T) indicates election every third year.
President:
Is elected to serve a three-year term with one year as president-elect, one year as president and one year as past-president. The president provides leadership in developing and achieving the goals and objectives approved during the annual retreat; facilitates all Chapter meetings; mentors the president-elect; and establishes goals for their year as past president.
Per the Bylaws shall: set the time, place, and agenda for meetings of the Executive Committee; call special meetings of the Chapter; preside at meetings of the Chapter and the Executive Committee; represent and act for the Chapter as directed by the Executive Committee and consistent with the policies of the Society as established by the Board of Trustees; in consultation with the Executive Committee, appoint the chairs and members of standing committees, other committees, and any special study groups or task forces; dismiss appointees for failure to act or other cause; serve as a member of the Chapter Presidents Council; oversee the management and administration of Chapter programs and budgets as adopted by the Executive Committee; designate and relieve an acting president; appoint interim trustees when vacancies occur during term; provide supporting statements to the Society for Emeritus Status, Limited Status, Temporary Limited Status, and Waver of Dues applicants; report on the state of the Chapter at the annual meeting of the Chapter; and perform such other duties as are customary for the office of chapter president, or as may be assigned or delegated by the Executive Committee.
President-Elect (E + O):
Will work closely with the president to learn about the Chapter functions in preparation for upcoming responsibilities. Serve as acting president if president is unable to attend meetings, etc. Formulate ideas and strategy for Design Awards, Symposium, etc. hosted during year as president.
2009 was the first year of the president-elect position. During the 2010 – 2011 term, the Chapter’s bylaws will be updated to include this position.
Past President:
Will oversee the Advisory (Established Practitioners) Committee; Act as the Chapter’s liaison with allied professions / organizations (AIA, APA, etc.); and reach out to lapsed members, RLAs not members of ASLA and other potential Chapter members.
Per the Bylaws shall: represent and act for the Chapter as directed by the president and consistent with the policies of the Society as established by the Board of Trustees; serve ex officio as a member of the Nominating Committee; serve as acting president when designated by the president or the Executive Committee; and perform such other duties as are customary for the office of chapter immediate past president or as may be assigned or delegated by the president
Trustee (T):
Is elected to a three year term and shall collaborate with nation-wide connections to obtain additional insight related to realizing the annual and long-term Chapter goals; serve on the Fellows and Honors Committee (chaired by VP Member Services); provide Trustee Report for inclusion the ExCom meeting package for approval at the monthly meeting.
Per the Bylaws shall: Be informed on Chapter and Society goals and objectives, policies and procedures, programs and services, and activities and events; serve as an officer on the Executive Committee of the Chapter and serve as the Chapter representative on the Board of Trustees of the Society; facilitate the conduct of the business of the Society by bringing the Chapter perspective to the Board of Trustees and the national perspective to the Executive Committee and members of the Chapter; facilitate the conduct of the business of the Board of Trustees by serving on standing councils or committees, special study groups or task forces, or as a representative or delegate of the Society; and perform such other duties as are customary for the office of chapter trustee or as may be assigned or delegated by the Board of Trustees of the Society and the Executive Committee of the Chapter.
Vice President for Chapter Services (E):
Will lead / chair event planning committees for the Chapter Annual Meeting, National Landscape Architecture Month activities in April, and the Design Awards + Symposium; is responsible for managing the budget for each event; and will work with Update Management in expanding potential/actual sponsorships and refine sponsorship opportunities.
Per the Bylaws shall: preside over the Chapter’s Application Review Committee, Communications Committee, and Events Committee; assist the President when called upon; represent the President at his/her request; preside in the President’s absence at business meetings of the Chapter and Executive Committee; assume the Presidency in case of resignation or vacancy, until the post is filled otherwise according the Chapter’s Bylaws; perform such other duties as are customary to the office, and/or as are described in the Constitution and Bylaws, and/or as may be assigned by the President or the Executive Committee.
Vice President for Member Services (O):
Chair the committee to nominate Fellows and Honors and oversee the application process; appoint and coordinate with the OSLAB Liaison; oversee the Advocacy Committee; appoint members to committees in which ASLA is invited to participate or should participate; work with Section Chairs to ensure ASLA’s presence is visible throughout Oregon.
Per the Bylaws shall: preside over the Chapter’s Education & Professional Development Committee and Public Policy & Governmental Affairs Committee; assist the President when called upon; represent the President at his/her request; perform such other duties as are customary to the office, and/or as are described in the Constitution and Bylaws, and/or as may be assigned by the President or the Executive Committee.
Secretary (E):
Work with Update Management to maintain the membership database. Provide monthly updates to Section Chairs; work the VP of Member Services to communicate with lapsed members and assist with welcome package to all new members; and Assist Communications Chair with updating the Chapter website and sending out NewsWire and NewsFlashes.
Per the Bylaws shall: maintain a record of the proceedings of the business meetings of the Chapter and the Executive Committee; prepare and issue notices of the meetings of the Chapter and the Executive Committee; prepare, issue, and receive ballots; administer annual and special elections and notify candidates of election results; serve ex officio as a member of the Constitution and Bylaws Committee; maintain the Constitution and Bylaws of the Chapter; certify documents; and perform such other duties as are customary for the office of chapter secretary or as may be assigned or delegated by the president.
Treasurer (O):
Coordinate with Update Management to: prepare monthly reports; prepare for an audit; provide budgetary advice to President, Section Chairs, and other positions as questions arise; serve as Chair of the Revenue Committee and recruit or appoint members as necessary.
Per the Bylaws shall: collect all fees, dues, charges, and other funds due the Chapter; be the custodian of all Chapter funds and disburse such funds only as authorized by the Executive Committee; keep the accounts of the Chapter that shall be open at all times to inspection by the Executive Committee; present quarterly reports on the financial condition of the Chapter and year-end financial statements to the Executive Committee; and perform such other duties as are customary for the office of chapter treasurer or as may be assigned or delegated by the president.
Member-at-Large (Communication Chair) (O):
Oversee the Communications Committee to establish and maintain communication strategies (website, NewsWire, NewsFlash, OregonLand, etc.) to be relevant and to strengthen the Chapter’s visual identity; review / advise on all public materials for consistency with established visual identity; work closely with the Education Chair to establish additional public outreach / relations goals and promote the visibility of both the profession and ASLA.
Per the Bylaws shall: attend monthly Executive Committee meetings and perform such other duties as assigned or delegated by the Executive Committee of the Chapter.
Member-at-Large (Education Chair) (E):
Oversee the LARE Preparation Committee to provide members with test information, work with class facilitators to ensure this service is offered at the optimal time, re-appoint facilitators as necessary; oversee the PDH Committee, assist with pre-approval of PDH credit requests, and assist Section Chairs with PDH opportunities; work with the Communications Chair to establish additional public outreach / relations goals and promote the understanding of both the profession and ASLA; and work with the VP of Member Services to recruit or appoint the Emerging Professionals Committee Co-Chairs.
Per the Bylaws shall: serve as liaison for the organization to the University of Oregon, other relevant academic programs, and any special study groups or task forces; facilitate programs or events to build support between professional and student members; provide member benefits including annual area programs and events in cooperation with students; establish budget for inclusion in the chapter annual budget and organizing and orchestrating programs; Coordinate with the Chapter to ensure that programs are compatible; organize Emerging Professionals committee and committee leaders to develop and implement programs in cooperation with the Education Chair; oversee Scholarship Fund at the University of Oregon; attend monthly Executive Committee meetings and perform such other duties as assigned or delegated by the Executive Committee of the Chapter.
Associate-at-Large (Student Liaison) (O):
Establish connections with students at all levels to foster an understanding of the profession, promote the value of ASLA, provide resources to develop future ASLA leaders, and build relationships between student and practitioners; work closely with University of Oregon to oversee Honor & Merit Student Awards, coordinate Resume & Portfolio Day, coordinate Shadow Mentor Day, and other opportunities; work with educational institutions beyond UO to support programs in landscape architecture and related class work;
Per the Bylaws shall: attend monthly Executive Committee meetings and perform such other duties as assigned or delegated by the Executive Committee of the Chapter.
Section Chairs – Crater Lake (O), High Desert (E), Mt. Hood (E) and Willamette Valley (O):
Participate in monthly Section Chair conference calls, provide reports for the monthly EXCOM meeting package; provide professional development hour (PDH) and social/networking opportunities to section members; recruit or appoint section members committees; attend the August OSLAB board meeting; provide community outreach and awareness of the profession within the Section in a manner appropriate to your Section; and manage the Section’s budget including fundraising with the goal of being a self-supporting entity.
Per the Bylaws shall: administer Chapter sections; be informed on Chapter goals and objectives, policies and procedures, programs and services, and activities and events; serve as a member of and represent the section on the Executive Committee of the Chapter; facilitate the conduct of the business of the Chapter by bringing the section perspective to the Executive Committee and the Chapter perspective to the members of the section; facilitate the conduct of the business of the Executive Committee serving on standing or other committees or special study groups or task forces; and perform such other duties as are customary for the position of section chair or as may be assigned or delegated by the Executive Committee of the Chapter.
