Park Planner at Tualatin Hills Park & Recreation District

The Tualatin Hills Park & Recreation District (THPRD) is seeking a motivated and experienced professional to join our Planning & Development team as a Park Planner. This position will serve as a project manager overseeing parts of the planning, design, permitting, and construction of public parks, trails, and recreational facilities.

The ideal candidate is organized, detail-oriented, and able to work independently with minimal supervision. Someone who can make sound decisions, manage tasks from start to finish, and develop effective solutions. Strong communication skills are essential, particularly when working with the public and community partners.

The role includes overseeing consultants and contractors, tracking and controlling project budgets, and ensuring projects are delivered on time and within scope. Experience in construction management, park and recreation projects, budgeting, and consultant oversight is highly desirable. Prior park planning or capital project management experience is a plus.

The typical schedule for this position is Monday to Friday 8am to 5pm, with flexible hours. This role will require occasional evening hours to accommodate monthly meetings. During the initial 3–6-month training period, the selected incumbent will spend most of their time onsite. Upon completion of the training period, this role will have flexibility to work a hybrid schedule.


The starting salary range for Park Planner I position is $84,579.65 to $93,302.56.
The starting salary range for Park Planner II position is $94,738.04 to $104,454.76.

Education and Experience

Any equivalent combination of education, experience, and training that would likely provide the applicant with the required knowledge, skills and abilities is qualifying. A typical way to obtain knowledge and abilities would be:


Park Planner I
A bachelor’s degree with major course work in landscape architecture, engineering, construction management, project management, planning, park and recreation management, urban planning or a related field, or equivalent work-life experience, and a minimum of three (3) years of landscape architecture, park and recreation planning, facility development, and construction or project management.

Park Planner II

A bachelor’s degree with major course work in landscape architecture, planning, park and recreation management, engineering, urban planning or a related field, or equivalent work-life experience and a minimum of five (5) years increasingly responsible experience in landscape architecture, park and recreation planning, facility development and construction or project management.


Licenses and Certifications:

Valid Driver License and good driving record.
Certified Park and Recreation Professional (CPRP) certification issued by the National Recreation and Park Association, preferred.
State of Oregon Landscape Architect license, preferred for the Planner II.
