Request for Qualifications (RFQ) for the redevelopment of the North Butterfly Lot in Downtown Eugene

The North Butterfly Lot is a .67 acres shovel-ready site, immediately north of the new Farmers Market Pavilion in the heart of Downtown Eugene. It sits at the threshold between the Park Blocks in the traditional downtown core, the Market District and the Downtown Riverfront. It is at the center of Eugene’s most walkable and complete neighborhood, with shopping, groceries, services, restaurants, and entertainment all within close proximity. The City of Eugene recently established the Downtown Core Housing Initiative, which includes two new incentives for residential developments and a property acquisition and disposition program. This RFQ is the first disposition process under the program and the site is eligible for both the Accelerated Multi Unit Property Tax Exemption (Accelerated MUPTE) and Downtown Fee Assistance.

 

RFQ responses are due July 31, 2025. An evaluation committee will review submissions and ultimately the Agency Board will decide which team will be invited to prepare a full project proposal. Interested teams are encouraged to let staff know of their intent to submit by emailing Amanda D’Souza on or before July 15th.
